VACANCY ANNOUNCEMENT – PROJECT OFFICER – ECRHS PROJECT
MADAM – Sierra Leone is looking for a suitable, qualified and interested member of staff and the public (National) to fill the under mentioned vacant position.
VACANCY: PROJECT OFFICER – EPIDEMIC CONTROL AND REINFORCEMENT OF HEALTH SERVICES (ECRHS).

LOCATION : Makeni, Bombali District& Karene

About the ECRHS Project:
The Epidemic Control and Reinforcement of Health Services (ECRHS) Phase II project builds on the achievements of the ECRHS Phase I project, currently being implemented in four districts in the northern region of Sierra Leone (Kambia, Bombali, Tonkolili and Koinadugu). Initially, Phase I was planned for 19 months, as an early recovery to the Ebola outbreak in Sierra Leone. The project was contributing towards efforts to contain the disease and strengthen health system, as well as addressing the needs of families and communities to recover from the negative effects the outbreak has had on their livelihoods and improve resilience to future shocks. However, this Phase I was later extended by 14 months to stabilize the health system with emphasis on sexual and reproductive health in the target region. Consequently, the primary goal of Phase II will be to “improve the health status of Sierra Leoneans with emphasis on sexual and reproductive health”. While this Phase II will work towards consolidating the efforts against epidemics and sexual & reproductive health (SRH), the project will also direct efforts on improving access to safe drinking water and upgrade sanitation facilities at targeted health facilities in target districts. ECRHS Phase II will run for 36 months in all seven northern districts of Sierra Leone (Kambia, Bombali, Tonkolili, Koinadugu, Port Loko, Falaba, and Karene), as the two additional districts have been carved out from Koinadugu and Bombali respectively.
Project Duration is 2019 to 2021 for this scope of work relating to sub grantees.
About the position:
The Project Officer will provide overall leadership and management of Epidemic Control and Reinforcement of Health Services (ECRHS) in the design, coordination, implementation, Monitoring and Evaluation, Accountability and Learning and Reporting guided by the contract agreement with CARE guided by MADAM policies. He/she will be fully responsible for the smooth, cost effective, efficient and timely implementation of the ECRHS project activities, including efficient management of staff and budget control. Represent MADAM in all relevant forums on health. He/She reports to the Program Manager.
Key Responsibility #1: Provide overall project management
  • Overall responsible and accountable to MADAM for proper management and coordination of ECRHS project in accordance with MADAM’s Policies and guidelines.
  • Promote good stewardship and high accountability through efficient and economical utilization of resources of the project.
  • Lead, motivate and ensure cohesive teamwork among project’s staff in MADAM and other key partners like CARE, DHMT, Local Councils and at community levels of the project for the achievement of the project’s objectives.
  • Supervise, liaise closely with and provide the necessary advice and support to management in all matters pertaining to the effective management and implementation of the ECRHS project activities.
  • Assure coordination and cooperation for maximizing synergy and learning with other MADAM projects especially those working on VSLA.
  • Ensure all stakeholders are kept informed about project plans, progress reports, and other significant developments.
Key Responsibility #2: Program Design, Planning, Coordination, Implementation, Monitoring and Reporting
  • Ensure timely project implementation according to the project description and its M&E plan.
  • Ensure high quality of coaching of the VSLA groups via catalyzers MADAM project staff and M&E by contribution to tools and assuring an efficient process.
  • Monitor progress of activity implementation to ensure highest quality standards and accountability based on relevant indicators and SPHERE standards and attainment of planned objectives.
  • Ensure that a weekly, monthly, quarterly (if appropriate), project implementation reports are prepared and submitted to CARE (ECRHS Program Director) and shared with MEAL Coordinator, Acting Regional Manager (CARE), Program Manager, Finance Officer (MADAM), DMOs and ECRHS Focal persons (Bombali and Karene) the Senior Program Manager in accordance with the required standards for the donor and for CARE.
Key Responsibility #3: Liaison and Networking
  • Link to the Surveillance, Reproductive Health units, ECRHS Focal persons and the DMOs of the DHMTs, the District councils (Bombali and Karene) ECRHSproject’sstaff ofCARE andother stakeholders, where appropriate.
  • Establish and liaise closely with other partners, agencies, local authorities and relevant government line ministries regarding project activities to ensure and promote a coordinated approach to projects implementation, including participation in relevant workshops, meetings.
  • Attend technical working group coordination meetings of the DHMTs.
Basic Requirements:
  • Degree/Certificate or equivalent in Public Health, Nursing and other Social Sciences
Knowledge and Skills
  • Previous experience in public health project implementation and management for at least 3-5 years in similar position, preferably in an NGO or Government agency.
  • Strong skills in Monitoring and Evaluation
  • Peoples management skills
  • Working with health structures at community and district levels including government agencies
  • Experience in gender and women empowerment
  • Working with Village Savings and Loans Associations
Competencies
Communication Skills: Well developed written and oral communication skills.
